I. PROJECT ROOTS AND PROJECT IMPLEMENTATION

PROJECT ROOTS

Among BRICS international initiatives the initiative of two BRICS countries BraziL and Russia for UNIDO pilot project „Partnership between Russia and Brazil in technology and innovation for development of SMEs“ is of key importance

The aim of the project is to promote business partnership between Russia and Brazil in selected areas of innovation and new technologies by creating a technology platform and business associations, which are supported by UNIDO.

It is also presumed in the Project «to present the platform and related achievements of pilot projects to participating and other BRICS countries” and “the extension of the platform and innovation alliances model to other BRICS countries”.

The project is being implemented in support of BRICS Summit Declaration 2011 on cooperation in science, technology and innovation and funded by a voluntary contribution of Russia in the UNIDO Industrial Development Fund.

WORK ON THE PROJECT IMPLEMENTATION

According to developed by UNIDO aims, objectives and a timetable for implementing the project the team of experts analyzed and formed the most effective tools for achieving practical results by project participants in Russia-Brazil vector.

Within the framework of the project on the basis of „UNIDO/BRICS Work Plan 2012-2013” and Job Descriptions (JDs) 2012, 2014, 2015, work began on the defining of key partners and destinations in other countries of BRICS.

The results of the work performed indicate the relevance of the project in the BRICS countries and the need to continue it for further development and expansion of the positive experience of the project to other BRICS countries.

REFERENCE TO UNIDO HQ INFORMATION

7 July 2015 – LI Yong, the Director General of the United Nations Industrial Development Organization was speaking at the 5th meeting of BRICS Trade Ministers in Moscow ahead of VII BRICS Summit. In his speech, the Director noted “encouraging practical results» of the project „Partnership between Russia and Brazil in technology and innovation for development of SMEs” for setting up “the basis for further extension of this project”:

“The UNIDO Project “Partnership between Russia and Brazil in technology and innovation for development of SMEs with the extension to other BRICS countries” may be considered as the first step towards establishment of a mechanism for increased cooperation between the BRICS and UNIDO.
I am pleased to say that we have already achieved a number of encouraging practical results while implementing this project. These include two showcases of successful transfers of technology between Russia and Brazil, as well as the creation of a website for the Russia-Brazil network with a database and starter pack of technology proposals and requests.
Moreover, focal points in each of the BRICS countries have been identified to set the basis for further extension of this project.”

II. TANGIBLE RESULTS OF PROJECT DEVELOPMENT AND IMPLEMENTATION

This informative paper includes information on practical experience and results of Project implementation 2012 -2015 for motivation of Conception UNIDO/BRICS Project prolongation.

As results of the activities undertaken to achieve three main tasks of the Зroject, the following bases for technology transfer partnership were built up:

  • further sustainable development of partnership between Russia and Brazil in technology and innovation, development of methodology and adaptation of the best technology transfer practices based on the lessons learned within implementation of two pilot projects of technology transfer between two countries;
  • development of technology transfer networking platform as a basic operating tool for sustainable bilateral partnership between Brazil and Russia;
  • effective extension of the project involving all other BRICS countries in project activities, it’s adaptation to new economic conditions.

Note: We have to note that from 36 months approved in PRODOC Timeline of the Project the activities were implemented only 20 months, i.e. were reduced for 44% The work was frozen for the lack of funding. At the same time financing of the Project was reduced for 30 % of approved budget in comparison with previously planned in PRODOC Timeline and activities

1. THE FIRST TASK OF THE PROJECT: VECTOR RUSSIA-BRAZIL

The activities under the project were concentrated on the following directions of Russian-Brazilian cooperation development.

  • Search of the basic partners in Russia and Brazil, establishing of working contacts, definition of their participation format in the project.
  • Elaboration of TOR for a platform of a technological transfer development, activities to provide financial support of development of the software and information base of a platform.
  • Promotion and providing assistance to concrete projects of technological transfer implementation within Brazil-Russia partnership.
  • Creation of the bases for extension of the project involving other the countries of BRICS

Latin American Technological Information Network – LATIN, Reference Center Fundation for Innovative Technologies – CERTI, Center of Innovation and Technology of Sao Paulo State University – UNESP, PtroReconcvo S/A, Purcom Quimica Ltda., Russian Network of Technology Transfer — RTTN, Novas Engineering Ltd., NVP Vladipur Ltd.

The main results

Working contacts with the basic partner from the Russian side Russian Network of Technology Transfer — RTTN are established, the conditions and format of RTTN participation in the project are defined, agreements for development of a platform of a technological transfer are signed.

Consultations with National Confederation of the Industry of Brazil (National Confederation of Industries of Brazil–CNI) and Brazilian Organization for Technical Training (Brazilian National Service for Industrial Learning–SENAI) are undertaken.

The Brazilian institutions which could act as basic partners from the Brazilian part (Brazilian Institute of Information in Science and Technology — IBICT, Reference Center Foundation for Innovative Technologies – CERTI, Center of Innovation and Technology of Sao Paulo State University – UNESP) are defined.

According to the contract signed between UNIDO and RTTN in November, 2014 the following services were provided and products developed:

  • Model of network structure for technology transfer between Brazil and Russia adaptable for extension and participation of all the BRICS countries.
  • Format standardization for information exchange.
  • Tool for sustainable networking.
  • Methodological support for participants of technology transfer process.
  • Approbation of cooperation opportunities.

As a result of assistance provided within the project to Brazilian and Russian enterprises to get access to innovative technologies, establishment of the contacts with potential partners and partnership development two concrete pilot projects of technology transfer were implemented:

  • Technology of rigid polyurethane systems based on Methyl Formate, environmentally friendly blowing agent — implemented in Russia. (Descriptions presented in the Appendix
  • Environmentally friendly technology for enhancing the recovery of oil wells using the plasma-impulse excitation method — implemented in Brazil (Description is presented in the Appendix 2)

2. THE SECOND PROJECT TASK: PROJECT GENERAL SOLUTIONS

A. MARKETING OF BRICS COUNTRIES FOR BRICS TECHNOLOGY

Activities for BRICS vectors were done for selection following information according to Job Descriptions 2012, 2014:

  • Existing Technology Platforms of state and private organizations dealing with technology transfer;
  • Priority clusters of developing of small and medium enterprises
  • Government policy of BRICS countries for long-term innovation directions 2020 – 2030
  • Identification of base partners for creation of business unions, establishing links, working contacts and identification of format participator in the Project

According to Job Descriptions the team of national experts was working out framing of initial model of Consolidated BRICS Technology Platform for establishment of technology transfer basing on experience of interregional vector Russia — Brazil for experience to other BRICS countries extension oдля расширения опыта на другие страны БРИКС. This Job included:

  • Selection of information for preliminary marketing of BRICS countries including regional, national and technological motivation of BRICS countries participation in UNIDO Project, review of existing national, regional, interregional Technology Platforms in BRICS countries.
  • Review of National development Plans which are the best guide for identification of potential fields of international cooperation in technology and innovation for the framing of Consolidated BRICS Technology Platform of UNIDO/BRICS Project.
  • Identification of priority industries and potential BRICS partners for bilateral and multilateral cooperation and partnership in the frame of UNIDO/BRICS Project.

Marketing information selected by National experts was introduced according Interim and Final Reports according to Job Description for South Africa, India and China.

B. THE MODEL OF BRICS TECHNOLOGY

Basing on BRICS countries information, including national industrial policies and industrial development plans, development of technology and innovation, analyses of existing platforms and potential BRICS participants, initial model of BRICS Technology Platform was framed as Project innovation resource.

The team of national expert of the project has made the following job for achieving of this aim: «Based on previous mapping reviews of existing national and regional technology platforms as well as following previous SWOT analysis, participate in the preparation of a first draft model concept for establishing a Consolidated BRICS Technology Platform for priority Industrial clusters». (Ref. JD 2014, main duty 1)

Initial conceptual and indicative project proposals of Russian enterprises for identification of initial model of interregional consolidated Technology Platform were introduced, for example, in Consolidated Report of 7 February 2013 of Interregional Project UNIDO/BRICS (SAP 120020) basing on guidelines of National plans and actual Programs for development of priority industries.

The matchmaking strategy and methodology were Framed in PRODOC gradually included in UNIDO Job Descriptions for 2012 and 2014 and implemented by CIIC team of National experts including mapping review of existing national and regional technology platforms, institutions, business associations and venture capital organizations, reviews of priority clusters of National Development plans of BRICS countries as well as SWOT reviews, selection Platform which could be taken as an example and be included in the Network.

Implementation of UNIDO/BRICS Project

Preliminary selection of Screening Groups of qualified industry specialists for Consolidated Technology Platform was completed at this stage according to Job Description (Ref: JD2014-duty 2)

C. BRICS TTN – BRICS TECHNOLOGY TRANSFER NETWORK

Development of Technology Platform for the BRICS Technology Transfer Network (BRICS TTN) for encouraging the formation of transnational innovation partnerships and technology transfer between them http://brics-ttn.org/index.php/en

The Nonprofit Partnership «Russian Technology Transfer Network» (RTTN), contracted by UNIDO, in cooperation with the UNIDO Centre in the Russian Federation, implemented the work on the establishment of a technological networking platform to enhance innovation alliances and sustainability of technology transfer between the BRICS countries.

Evidence of the RTTN tech exch platform is web site developed by RTTN and launched in 2014 http://brics-ttn.org/index.php/en/

In the course of the project implementation, 9 deliverables have been developed:

  1. Description of the business process of the network for supporting transnational technology transfer between BRICS countries
  2. Form for description of technology requests and offers
  3. Form for express of interest to technology requests and offers
  4. Website of the technology transfer network between BRICS countries
  5. Intranet System for participants of the BRICS technology transfer network
  6. Guidelines for responsible preparation of requests and offers descriptions for international technology transfer
  7. Intranet System operational guidelines
  8. Database of technology requests and offers from Russian and Brazilian participants of the BRICS technology transfer network
  9. Presentation of the BRICS TT Network

Implementation of UNIDO/BRICS Project

As agreed with UNIDO Centre of International Industrial Cooperation in the Russian Federation, the presentation has been introduced for national stakeholders at two events:

Prospective long-term plan was worked by RTTN for UNIDO/BRICS project “Perspective tasks of extension and practical application of BRICS information & Technology Platform”.

3. THE THIRD PROJECT TASK: EXTENTION TO BRICS COUNTRIES

The extension to other BRICS countries was started basing on PRODOC of Interregional UNIDO Project SAP 120020 and according to UNIDO HQ “BRICS PROJECT OPERATIONAL PLAN FOR 2012”:

Marketing of BRICS countries was started gradually according to Job Description 2012 & 2014

Missions to BRICS countries were organized in 2014 – 2015 to South Africa, India and China according to UNIDO HQ Job Descriptions (Ref. JD 2014, main duty 1 & JD 2014- main duty 2) with further duly BTOMRs & Follow up.

Team of qualified National experts possessing practical experience in international cooperation with BRICS countries was involved in implementation of interregional UNIDO Project following to Work Plan and Job descriptions of 2012, 2014, 2015 with duly regular Interim and Final Reports.

A. UNIDO MISSIONS TO BRICS COUNTRIES

Basing on practical experience of Russia – Brazil vector UNIDO Missions to South Africa, India and China were organized by UNIDO HQ for Project presentations, and results introducing aiming experience exchange for further extension of cooperation vectors in the frame of UNIDO/BRICS Project. Aims of UNIDO Missions to BRICS countries were identification of base, key partners (Focal points) and Project participants for development of Consolidated Technology Platform and joint participation in the BRICS Technology Transfer Network.

UNIDO MISSIONS TO BRICS COUNTRIES

INDIA

During a working visit to India in May 2015, meetings were held with representatives of 11 scientific, technological and innovative organizations and centers, universities and associations, among them: Associated Chambers of Commerce and Industry of India (ASSOCHAM), Institute of Chemical Technology and Green Technology Centre, Indian Institute of Technology and Foundation for Innovation and Technology Transfer, Council of Scientific and Industrial Research, Biotech Consortium India Limited, Confederation of Indian Industry, Federation of Indian Micro & Small and Medium Enterprises, The Indian Machine Tool Manufacturers‘ Association, Small Industries Development Bank of India.

  1. Council of Scientific and Industrial Research (CSIR) established in 1942, is an autonomous body and India’s largest research and development (R&D) organization, with 37 laboratories and 39 field stations or extension centers spread across the nation, with a collective staff of over 17,000. Dr. M.O. Garg, CSIR Director General expressed strong willingness to become a key partner for UNIDO BRICS project, to share experience in Technology Transfer, to fill Platform with information on existing technology potential in India, to facilitate joint BRICS project with special focus on Russia and Brazil. Currently the Indian organization CSIR-Tech has approached with a proposal for cooperation with RTTN in the framework of UNIDO-BRICS project without waiting for the decision of UNIDO to sign working arrangements.
  2. The Associated Chambers of Commerce and Industry of India (ASSOCHAM) is the umbrella body of chambers of commerce in India. Established in 1920, it currently has a membership of over 100,000 companies across the country. An agreement was achieved to integrate functioning «ASSOCHAM-ICAI-CMA-Virtual Centre for Development of MSMEs» platform into UNIDO-BRICS project in order to enable Indian MSMEs to upgrade themselves on the latest trends in demanding and supply and create greater participation of MSMEs in international trade. ASSOCHAM General Secretary expressed his willingness to become a partner for the BRICS Technology Platform and to sign Working Arrangements with UNIDO in order to formalize the cooperation within the framework of UNIDO-BRICS project.
  3. UNIDO MISSIONS TO BRICS COUNTRIES
    Biotech Consortium India Limited (BCIL) is a public limited company, promoted by the Department of Biotechnology (DBT), Ministry of Science and Technology, Government of India and All India Financial Institutions for providing the necessary linkages among stakeholders and business support for facilitating accelerated commercialization of Biotechnology. Biotech expressed deep interest in obtaining support from UNIDO in promoting Indian biotechnologies and joint R&D projects with other BRICS countries.
    In 2016-2020 the second phase of „Integrated Program for the Development of biotechnology in the Russian Federation until 2020“ will be implemented, which involves development of the institutional conditions for deep modernization of the technological base of relevant industries by means of large-scale introduction into production methods and products of biotechnology. Dr. Purnima Sharma stressed high importance of BRICS Technology and expressed willingness to sign Working Arrangements with UNIDO. In the course of the meeting opportunities for India-Russia technology cooperation were discussed and main dimensions of potential collaboration were outlined. Currently parties have identified main dimension and several projects for joint cooperation in the midterm.
  4. Confederation of Indian Industry.The UNIDO Project „BRICS partnership in Technology and Innovation for development of Small and Medium Enterprises‘‚, focusing on Technology Platform as technology transfer and information instrument, was presented and discussed with Mr. Anjan Das, CII Executive Director and other representatives of CII. Mr. Anjan Das has noticed that BRICS Technology Platform meets CII main goals to accelerate India’s attempts to knowledge-driven economy by effectively realizing economic benefits in terms of value added manufacturing, high technology exports and ownership of critical technologies from the investments made in knowledge ecosystem through public private partnership and stronger industry-institute collaboration.
    CII is ready to share its wide range of contacts across the entire country in various sector of Indian industry with UNIDO platform.Mr.Anjan Das expressed willingness to sign Working Arrangement with UNIDO and become a key partner to BRICS Technology Platform. Contact from both parties were identified for further links development and information exchange.
  5. Indian Institute of Technology and Foundation for Innovation and Technology Transfer, FITT is an industrial interface organization. It was established at the Indian Institute of Technology Delhi (IIT Delhi) as a Registered Society on 9th July 1992. The mission of FITT is to be an effective Interface with the Industry to foster, promote and sustain commercialization of Science and Technology in the Institute for mutual benefits.
    In the course of meeting Dr. Anil Wali, FITT Managing Director, has mentioned that FITT has considerable experience in developing IT platforms and he is ready to share his knowledge with UNIDO. Dr. Anil Wali expressed his willingness to sign Working Arrangements with UNIDO and to become a key partner to BRICS Platform. FITT is considered to be an efficient partner to disseminate the information on the UNIDO Project and BRICS Platform to interested parties
  6. Federation of Indian Micro & Small and Medium Enterprises (FISME) was established to promote small industries.Dr. Sangam Kurade, FISME President expressed his willingness to become UNIDO key partner and readiness to collaborate within the framework of UNIDO-BRICS Technology Platform.
  7. Institute of Chemical technology and Green Technology Centre. The BRICS Technology Platform was presented and discussed with Prof. Dr G.D. Yadav, Vice Chancellor. In the course of the discussion Dr. G.D. Yadav marked the importance of BRICS Technology Platform for the Indian Institute of Chemical Technology since it provides opportunity to share information on technologies and projects being successfully implemented and for such structures as The Green Technology Centre and The DBT-ICT Centre for Energy Biosciences (DBT-ICT-CEB), which is the place with integrated basic and translational science capabilities for bioprocess development, BRICS Technology Platform is an instrument to access international market. Dr. G.D. Yadav on behalf of the Institute of Chemical Technology expressed its willingness to become a partner for the BRICS Technology Platform and to sign Working Arrangements with UNIDO in order to formalize the cooperation within the framework of UNIDO-BRICS project. Subsequent to the results of meeting a number of Indian private companies have requested information about Russian technologies in the field of alternative energy technologies. Currently, in the framework of UNIDO-BRICS project several proposals by Russian producers are being prepared
  8. National Research Development Corporation. (NRDC) was established in 1953 by the Government of India, with the primary objective to promote, develop and commercialize the technologies / know-how / inventions / patents / processes emanating from various national R&D institutions / Universities and is presently working under the administrative control of the Dept. of Scientific & Industrial Research, Ministry of Science & Technology. Dr. Purushotham, NRDC Chairman and Managing Director stressed conjunction of strategic goals and huge potential for UNIDO-NRDC collaboration. Dr. H. Purushotham expressed willingness to sign Working Arrangements with UNIDO to formalize relations between organizations.
  9. The Khadi and Village Industries Commission (KVIC) is an apex organization under the Ministry of Micro, Small and Medium Enterprises At present the developmental programs of the commission are executed through, 5600 registered institutions, 30 138 Cooperative societies and about 9485,000 people. The conference «BRICS Technology platform» was organized with participation of KVIC management (around 20-25 people). Arun Kumar Jha, Chief Executive Officer, has marked that BRICS Technology platform provides an opportunity for KVIC to empower Indian MSMEs to achieve sustainable growth in the country through knowledge and technology up-gradation and greater participation in international trade. An agreement to sign Working Arrangements between UNIDO and KVIC has been achieved.
  10. The Indian Machine Tool Manufacturers‘ Association (IMTMA)proactively assists the machine tool industry and its membership by acting as a catalyst. The Association is proactive in taking new initiatives to promote advancement of metalworking manufacturing industry in India in order to upgrade quality and technology standards. MTMA expressed its willingness to become a partner for the BRICS Technology Platform and to sign Working Arrangements with UNIDO. Negotiations with several Russian companies, in particular, LLC „Intermashstroy“, whose main activity is the production of innovative and modernization of machine tools for different purposes, have been scheduled for February 2016.
  11. UNIDO MISSIONS TO BRICS COUNTRIES
    Small Industries Development Bank of India (SIDBI) is the Principal Financial Institution for the Promotion, Financing and Development of the Micro, Small and Medium Enterprise (MSME) sector and for Co-ordination of the functions of the institutions engaged in similar activities. MSME sector is an important pillar of Indian economy as it contributes greatly to the growth of Indian economy with a vast network of around 3 crore units, creating employment of about 7 crore, manufacturing more than 6,000 products, contributing about 45% to manufacturing output and about 40% of exports, directly and indirectly. Mr Ajay Kumar Kapur, SIDBI Chief General Manager made presentation on SIDBI financial role in promotion of Indian SMEs. Mr Ajay Kumar Kapur expressed his interest in participation in joint projects initiated in order to facilitate SMEs development. The agreement to sign Working Arrangement with UNIDO was achieved.

SOUTH AFRICA

Mission to South Africa was organized by UNIDO on 22 November 02 December 2014. During Mission Project presentations and negotiations were organized with about 50 representatives of organizations, agencies, corporations, companies of state and private sectors in 6 cities of 4 South Africa provinces.     BRICS Technology Platform was introduced as innovation resource for the BRICS Technology Network at the meeting at the Ministry of Trade and Industry BRICS. It was underlined at the meeting importance of SMEs involvement to participation in the projects of priority industries of National Development Plan South Africa 2030 and DTI IPAP — Industrial Policy Action Plan.

    It was emphasized at the meeting importance of DST recommendations on selections of technologies affordable for SMEs and for identification of potential partners for participation in the Project.   6. NFTN – National Foundry Technology Network — CSIR subdivision, Pretoria
    Cooperation in foundry industry was discussed at the meeting during UNIDO Mission and invitation Russian Foundrymen Association for participation in BRICS Foundry Forum in Russia in September 2015 was handled to NFTN.

  • IDENTIFICATION OF BRICS PARTNERS FOR UNIDO/BRICS PROJECT

Extension experience of Russia–Brazil vectors of the Project to other BRICS countries created system of business links with all BRICS countries for efficient assistance to inclusive and sustainable development. Among tangible result of the Missions was identification of key BRICS partners and potential directions of cooperation in the frame of the Project:

The selected focal points/partners in the BRICS countries were identified basing on mentioned above preliminary marketing for BRICS Technology Platform and used for planning Missions Itineraries. Potential functions of BRICS partners were discussed during negotiations basing on BRICS partners experience in international cooperation in the field, their presentations at the meetings and partners intentions to cooperate in UNIDO Projects. Further detailing of ways of cooperation are to be identified while working out proposed Letters of Intents, Memorandums and Action Plans in the frame of UNIDO/BRICS Projects including roles of a focal point, general partner, state support partner, financial support partner etc.

4. MEASURES IN SUPPORT OF UNIDO/BRICS PROJECT IN RUSSIA

1). Industrial Innovation Club. For consolidation of efforts of industrial, science & production enterprises in support of UNIDO/BRICS Project Industrial Innovation Club of the UNIDO Centre in the Russian Federation (PIK) was framed in December 2012 on voluntary basis by representatives of Russian enterprises operating practically in BRICS priority industries.

Aim of the Club is assisting in the frame of UNIDO/BRICS Project to:

  • Development projects in priority industries of real sector of economy
  • Development of cooperation of SMEs with state sector
  • Exchange of experience SMEs support in international technology partnerships

2). BRICS Road map. Centre UNIDO in RF with assistance of Industrial innovation Club worked out proposal for BRICS Road map initiated in 2014 by the Ministry of Economic development of the Russian Federation. Proposal includes 6 project proposals of Russian enterprises from BRICS Technology Platform developed for UNIDO/BRICS Project.

BRICS Road map is a part of BRICS Economic Strategy for period till 2020 approved at VII BRICS Summit in Russia 9 July 2012. Road map is accepted by Summit for further consideration and framing by BRICS countries.

3). Memorandum with VEB. Vnesheconombank (VEB) has signed Memorandum with UNIDO Centre RF in support of UNIDO/BRICS Project.

    The networking platform for technology transfer between BRICS countries BRICS-TTN was presented at the meeting of representatives of financing organizations of BRICS member states in the sphere of science and technology, held on 5- 6 July 2015 in Moscow. The goal of the meeting was to increase cooperation and achieve concrete results in the sphere of science, technology and innovations among BRICS member states.

7). Coordination with BRICS Embassies

  • Brazil — Embassy of the Russian Federation to Brazil participated in assistance for establishment and development of UNIDO Project on Russia-Brazil partnership in technology and Innovation
  • South Africa – UNIDO Project was introduced to Ambassador and Counselors of South African Embassy to the Russian Federation. Embassy assisted to UNIDO Project by participating in discussion on the Project at Intergovernmental Commission Russia – South Africa. UNIDO Project was introduced at SA Investment Forums organized yearly in Moscow by SA Embassy in RF and Department of Trade and Industry of South Africa
  • India – Contacts with Embassy of India to the Russian Federation were established for cooperation in the frame of UNIDO Project.

8). Information support of UNIDO/BRICS Project. UNIDO/BRICS Project was introduced in “UNIDO in Russia” magazine by a number of publications on industrial partnership between BRICS countries and by articles on cooperation in technology and innovation for for development of real sector of BRICS economy as a core of sustainable development:

Beside “UNIDO in Russia” magazine information and analytical articles on UNIDO/BRICS Projects was published in «Localization for Africa»(UNIDO/DTI, South Africa) and in RAN, INION publications and other periodicals.

III. SUSTAINABLE DEVELOPMENT GOALS IN THE NEW ECONOMIC ENVIRONMENT

The financial crisis of 2008 and the repeated crises of 2014-2015 associated with the dependence on commodity prices at commodity markets showed the instability of economy based on two pillars of traditional trade and financial models in the changing world of the 21st century, and the need to define more robust supports for a sustainable economy.

The results of G 20 Summit in June 2012 in Los Cabos, Mexico showed the following: the world leaders began to accept that the financial sector is important, but the economic growth is more important and it is necessary to develop the real economy.

The need to adapt to the changing economic conditions was reflected at the UN Conference in Johannesburg in September 2013 «Adjusting to the changing dynamics of the world economy”.

The Conference noted that five years after the global crisis in 2008, the world economy is still in a fragile state due to the orientation on the use of unsustainable global trade and financial models and requires changes.

  • «Restructuring of financial system is needed to serve real economy, trade and development»
  • «Export-led development is no longer viable, economies will perform better with more balanced strategies»
  • «Reverting to pre-crisis growth strategies is neither possible nor desirable and cannot be the only option»

The analysis of the 15-year-old economic development after the approval in 2000 the UN Millennium development goals (MDG-Millennium Development Goals) shows that the post-crisis period for the next 15 years requires the development of new economic strategies and sustainable development goals (SDG-Sustainable Development Goals) with the account of economic trends in the world.

THE UN INITIATIVES

The new global sustainable development goals were declared on 25 — 27 September 2015 at the UN Summit on Sustainable Development in the strategy for the subsequent 15-year period after the year of 2015 „Transforming Our World: The 2030 Agenda for Sustainable development“.

Objective 9 includes the tasks: 9.2-“ Promote inclusive and sustainable industrialization“

UNIDO INITIATIVES

In December 2013 members of UNIDO adopted the Lima Declaration, giving the Organization the mandate to facilitate the full and sustainable industrial development. In January 2015 UNIDO Director-General Lee Yong at the Summit on partnership (India) stressed the important role of partnerships for the successful implementation of sustainable development goals.

The relevance of UNIDO/BRICS Project is confirmed by the strategy of industrial policy emerging priorities in the BRICS countries taking into account new economic conditions of the multipolar economic model

BRICS NITIATIVES

Consolidation of efforts of the BRICS countries in specific areas and projects is aimed at addressing the key objectives of all-round, sustainable economic growth and meets the challenges of the industrial growth development noted in BRICS Summit VII Declaration, July 9, 2015:

«We emphasize that, in the context of the unstable global financial and economic system the development of the real sector of economy becomes particularly relevant»
«We recognize that industrial development is a fundamental source of growth for the BRICS countries»
«In this connection, we reaffirm the unique mandate of the United Nations Industrial Development Organization (UNIDO) to promote and accelerate inclusive and sustainable industrial development».

IV. APPROACH TO THE FRAMING OF EXTENDED UNIDO/BRICS PROJECT FOR PERIOD AFTER 2015

In the Chapter С2 PRODOC of UNIDO Project проекта ЮНИДО apart of bilateral results of Russia-Brazil vector it is presumed «launching an interregional platform» and “to expand the model to other BRICS countries» for establishment and creating of:

  • Consolidated BRICS Technology Platform
  • BRICS Technology Transfer Portal on line
  • Partnerships Compendium of BRICS Technology Platform

The outcome of the Project will be measured according to the following indicators of PRODOC:

“Number of technology partnership proposals in BRICS countries identified, screened and promoted through on-line technology transfer platform …At least 25 in each country”

“Number of SMEs registered on the on-line platform at the end of the project …At least 50 in each country”

Totally for the Project at least 125 technology partnerships
Totally for the Project at least 250 SMEs registered
For complete implementation of goals and tasks of UNIDO Project it necessary to prolong and to expand this Project that is why duly proposals were worked out for the для чего подготовлены draft Concept of Extended UNIDO/BRICS Interregional Project for 2015-2018.

Beforehand proposals for forthcoming periods were introduced by National expert of the Project in Final Report 2014 и Final report of 15 May 2015 in accordance with duly Job Descriptions.

PROLONGATION OF THE PROJECT

Prolongation aims continuation of positive results in Russia – Brazil vector, framing and filling of BRICS Consolidated Technology Platform and duly functioning of Technology Transfer Network (BRICS TTN).

It is essential to note that out of 36 months approved by PRODOC Timeline the work on the project was in fact carried out for only 20 months, i.e. has been reduced by 44 % .At the same time the financing of the project was reduced by 30% from the initially planned funds.

It is reflected at the volume of implemented job in Russia – Brazil vector , at solutions of general tasks of the Project and reduced possibility of extending of positive experience to other BRICS countries.

EXTENDING OF THE PROJECT

Extending I aims expanding of experience cooperation Russia-Brazil in the frame of interregional Project to other BRICS countries basing on perspective results of UNIDO Missions to BRICS countries.

Extending of the Project to BRICS countries, as it was presumed by initial Project, is the main part of proposals for the draft of Conception for Extended Project 2015 -2018 «BRICS: Partnership in Technology and Innovation”БРИКС: Партнёрство в области технологий и инноваций».

PROJECT ADJUSTING

Extended Project aims adjusting of the Project to new economic environment following initiatives of UN/UNIDO/ BRICS for Sustainable Development in Post 2015 Strategies.

BRICS Economic Strategy for period till 2020 was approved by BRICS Leaders at VII BRICS Summit in Russia 9 July 2012 by BRICS Leaders. BRICS Road map is a part of BRICS Strategy was accepted by Summit for further consideration and framing by BRICS countries

Russian part of BRICS Road map initiated by the Ministry of Economic Development of the Russian Federation consists of about 50 proposals.

From about 50 proposals 6 was introduced by UNIDO Centre in the Russian Federation. Aims of Technology Platform of UNIDO/BRICS Project coincide with aims of BRICS Road map for 2015 -2020. It also confirms need to prolong UNIDO /BRICS Project for 2015 -2018 as proposed in the draft Concept for Extended Project.

Addressing at the 5th meeting of BRICS Trade Ministers ahead of the VII BRICS Summit LI Yong, the Director General of the United Nations Industrial Development Organization, underlined on 7 July 2015:

UNIDO has also made a tangible contribution to the preparations for this very meeting of BRICS Trade Ministers by providing 6 of the 49 proposals included in BRICS Roadmap for Trade, Economic and Investment Cooperation until 2020”

Prolongation of UNIDO/BRICS Project will allow noting new initiatives of UN and UNIDO in new economic environment in the frame of Sustainable Development Goals approved at UN Summit on sustainable development 25 September 2015.

The results of the work performed indicate the relevance of the project in the BRICS countries and the need to continue it for further development and expansion of the positive experience of the project to other BRICS countries, also taking into account the new economic environment.
